Expand Development Opportunities

The State, Counties, and private landowners must identify available land parcels that are suitable for the development of affordable housing, and create a plan to utilize the land for the development of affordable housing.

Adequate
Infrastructure Capacity

The State and Counties should coordinate and adopt long range planning concepts for infrastructure financing in conjunction with developer contributions, government resources, a dedicated affordable housing infrastructure fund, and creative tax financing mechanisms.

Reduce Red Tape

The regulatory process in Hawaii is time-consuming and costly for the non-profit, for-profit, and self-help development communities; streamlining the entitlement and permitting process is a key element to solving the housing crisis.

Level the Playing Field to Encourage Affordable Housing Development

Provide incentives for the development of affordable housing including tax exemptions, expedited permit reviews, project based incentives, flexibility for developers, and predictability in the assessment of in-lieu fees, conditions, and exactions.

Workers Can Afford

Create consistent, permanent funding sources for the development of affordable housing which incorporate real estate, property, conveyance, and residential rent taxes, a dedicated affordable housing infrastructure fund, and various types of bond financing.
